Situation

Weeks of monsoon rain and successive tropical cyclones have driven a continuing flood emergency across the Philippines. DSWD DROMIC Report #106, as of 2 October 2026 at 18:00 PHT, records 10,873,216 people affected across 7,103 barangays, 45,833 still displaced (8,101 people in 128 evacuation centres and 37,732 outside), and 4,805 damaged houses (663 totally and 4,142 partially damaged).

Compared with Report #102, affected people increased by 21,580; displacement declined by 5,553 (5,141 fewer in centres and 412 fewer outside); and the damaged-house total was unchanged. The displacement change is treated as evolving returns, status and assessment reconciliation, not as an exact count of people whose needs were resolved. Earlier DROMIC observations remain in the evidence history.

The separate NDRRMC casualty series in the 11 September PNA report records 44 deaths, 18 injured and five missing. This casualty observation is dated and kept separate from DROMIC’s combined-effects population reporting; Report #106 does not provide a new casualty total. GDACS separately recorded a locality-level Kabacan, North Cotabato flood observation as assessed on 19 September: one death, three missing and four rescued. On 5 October, the GDACS event summary for FL 1104176 reported a broader Philippines aggregate of two deaths for the 18 September–4 October event window, with no displaced figure. The locality observation and later event aggregate are retained as distinct dated GDACS snapshots and are not added to the national NDRRMC casualty series or the DROMIC population totals.
